premesso che:
in Italy there are precarious and volunteers working in the body of the Fire;
play such a difficult job, tiring and especially dangerous for their personal safety;
without their commitment The National Body of the fire would be in chronic shortage of staff;
the extension of eligibility for appointment in the rankings of national corps of firefighters currently in force would allow such workers to keep the expectation of a stable employment and long-lasting;
their stabilization would preserve - as well as thousands of jobs, many of which are the preserve of young workers between 25 and 36 years - the expertise gained by them over the years,
commits the Government
to consider adopting the appropriate regulatory instruments, determining also its financial burden, in order to:
a) extended until March 31, 2012 the ranking of suitable candidates as per the decree of the Ministry of the Interior No 1996 of 2008 on the National Body of Fire, formed in accordance with Article 1, paragraphs 519 and 526 of Law No 296 of 2006 as amended;
b) proceed, notwithstanding the provisions of paragraph 9 of Article 66 bis of Law Decree 25 June 2008, 112, as inserted by paragraph 2 of Article 208 of Law n December 23, 2009 191, recruitment in the early careers of the National Body of eligible volunteer fire department, still not been made, the list of Ministerial Decree 1996 of 2008.

The Chamber,
whereas:
the National Body of Fire has always corresponded with extraordinary commitment, both qualitatively and quantitatively, the expectations of citizens in all the tasks of prevention, surveillance and technical assistance where it is urgent preposto per legge e cui si trova quotidianamente a intervenire su richiesta di soggetti pubblici e privati;
anche nel corso delle ultime audizioni dei vertici del Corpo nazionale e delle organizzazioni sindacali svoltesi in sede di Commissione affari istituzionali è emersa una carenza di oltre 3.000 uomini negli organici attuali;
già il precedente Governo Berlusconi aveva approvato il piano «Italia in 20 minuti» che prevedeva un importante e utile incremento dei distaccamenti sul territorio nazionale a cui è necessario dar seguito con un ampliamento della dotazione organica del Corpo;
con la legge n. 296 del 2006 si è approvata una norma to allow the stabilization of the personnel operating in discontinuous National Body of firefighters enrolled on the lists at least three years in order to gain entry into the role of staff already trained and to reduce the use of permanent staff in the performance of normal activities

premesso che:
il Corpo nazionale dei vigili del fuoco è una struttura operativa statale ad ordinamento civile, e si configura come una componente fondamentale del sistema nazionale di protezione civile, che assolve i compiti istituzionali demandati allo Stato in materia di soccorso pubblico, protezione e difesa civile;
all'interno del Corpo vi è la necessità di migliorare l'efficacia operativa del soccorso tecnico urgente e dell'intervento durante le calamità di protezione civile sul territorio nazionale, per questo scopo sarebbe indispensabile che il Ministero degli interni autorizzasse l'assunzione a tempo indeterminato degli aspiranti vigili del fuoco dichiarati idonei ed ancora presenti nella graduatoria di cui al decreto ministeriale 28 aprile 2008 n. 1996;
l'assunzione riguarderebbe circa 70 unità in the ranking but the validity of which would last until April 28, 2011,
commits the Government
to consider to take any useful initiative to allow more employment on indefinitely in the National Body of Fire, by December 31, 2011, the aspiring firefighters declared fit and still present in the ranking of the Ministerial Decree No 28 April 2008 1996.

The Chamber,
whereas:
the latest finance laws as well as cut the financial resources of the National Body of the fire did not responded to the pressing issue of the shortage, which affects in maniera ormai indifferenziata tutti i comandi italiani;
con la Legge finanziaria 2007 (Governo Prodi) era stata approvata una norma per consentire la stabilizzazione del personale discontinuo operante nel Corpo nazionale dei vigili del fuoco iscritto negli appositi elenchi da almeno tre anni, al fine di ottenere l'immissione in ruolo di personale già preparato e di diminuire l'utilizzo di personale precario nell'espletamento di attività ordinarie;
la stabilizzazione dei vigili volontari veniva subordinata all'accertamento, oltre che dei titoli, anche dei requisiti psico-fisici ed attitudinali mediante tre moduli ginnici e una prova medica;
a seguito della sola valutazione dei titoli, la commissione esaminatrice ha compilato una graduatoria di 6.080 vigili del fuoco considerati precari, i quali possono accedere alle successive fasi di accertamento dei requisiti in numero doppio rispetto ai posti che l'amministrazione mette di volta in volta a disposizione per l'immissione in ruolo;
la Finanziaria 2007 aveva previsto la convocazione alle prove motorie e mediche di tutti i 6.080 iscritti alla graduatoria, ma l'approvazione del decreto-legge n. 112 del 2008, riducendo i fondi stanziati per la stabilizzazione dei precari, ha notevolmente rallentato le procedure di selezione;
